I don’t get the sun, moon, and rising things in Libra?

Okay well I am a Libra. I was reading about it online, and it was talking about the Sun in Libra, the moon in Libra, Mercury in Libra, and stuff like that. I don’t get that at all. What do stuff like that mean, and what am I if my birthday is September 29?
